General Administration <br /> General administrative services to be performed in support of the activities noted above include fiscal <br /> oversight, human resources services, and information technology services. <br /> B. National Objectives <br /> The Subgrantee certifies that the activities carried out with funds provided under this Agreement will <br /> meet one or more of the following CDBG National Objectives - 1) benefit low/moderate income <br /> persons, 2) aid in the prevention or elimination of slums or blight or, 3) meet community development <br /> needs having a particular urgency - as defined in 24 CFR Part 570.208. Briefly describe how this <br /> National Objective will be met. <br /> The Meals on Wheels' program meets CDBG National Objective 1) benefit low/moderate income <br /> persons. The average income of an Everett resident receiving Meals on Wheels in under $1,500 per <br /> month or 133% of the Federal Poverty Level. Twenty-six percent of the population served lives <br /> below the Federal Poverty Level. <br /> C. Performance Monitoring <br /> The City will monitor the performance of the Subgrantee against goals and performance standards <br /> required herein. Substandard performance as determined by the City will constitute non-compliance <br /> with this Agreement. If action to correct such substandard performance is not taken by the <br /> Subgrantee within a reasonable period of time after being notified by the City, contract suspension or <br /> termination procedures will be initiated. <br /> D. Levels of Accomplishment - Goals and Performance Measures <br /> In addition to the normal administrative services required as part of this Agreement, the Subgrantee <br /> agrees to provide the following levels of program services: <br /> Activity Units of Service* per Month Total Units/Year <br /> Meals Served 4,200 42,000 <br /> (10 months) (10 months) <br /> Total People or Households to be served Total unduplicated Everett Residents or <br /> Households to be served <br /> 330 330 <br /> *Note: A unit of service is equal to one meal. <br /> The Subgrantee agrees to track outcome performance measures as required by the U.S. <br /> Department of Housing and Urban Development and the City.
