General Administration General administrative services to be performed in support of the activities noted above include fiscal oversight, human resources services, and information technology services. B. National Objectives The Subgrantee certifies that the activities carried out with funds provided under this Agreement will meet one or more of the following CDBG National Objectives - 1) benefit low/moderate income persons, 2) aid in the prevention or elimination of slums or blight or, 3) meet community development needs having a particular urgency - as defined in 24 CFR Part 570.208. Briefly describe how this National Objective will be met. The Meals on Wheels' program meets CDBG National Objective 1) benefit low/moderate income persons. The average income of an Everett resident receiving Meals on Wheels in under $1,500 per month or 133% of the Federal Poverty Level. Twenty-six percent of the population served lives below the Federal Poverty Level. C. Performance Monitoring The City will monitor the performance of the Subgrantee against goals and performance standards required herein. Substandard performance as determined by the City will constitute non-compliance with this Agreement. If action to correct such substandard performance is not taken by the Subgrantee within a reasonable period of time after being notified by the City, contract suspension or termination procedures will be initiated. D.
