General Administration
The Social Services Director, in coordination with the Program Manager, is responsible for full
implementation, fiscal oversight, all reporting requirements of the grant and the daily management of
the College of Hope, including the continued development and implementation of the Program. The
Program Manager is responsible for the development of partnerships, new and/or updated course
offerings, the development and implementation of support services (transportation, meals, children's
program, etc.) and data collection. The Administrative Assistant is responsible for clerical tasks
(media materials, enrollment, data storage, data reports, filing and storage of program materials,
etc.).
The College of Hope Program is further supported by the wider agency's efforts, including the Case
Manager Supervisors (collaborate with College of Hope staff to fully integrate the College of Hope
into the homeless housing program), Tomorrow's Hope Child Development Center (helps provide
transportation, meals and childcare), and Housing Hope's Administrative staff (Finance Department,
Grants Management, Human Resources, etc).
B. National Objectives
The Subgrantee certifies that the activities carried out with funds provided under this Agreement will
meet one or more of the following CDBG National Objectives - 1) benefit low/moderate income
persons, 2) aid in the prevention or elimination of slums or blight or, 3) meet community development
needs having a particular urgency - as defined in 24 CFR Part 570.208. Briefly describe how this
National Objective will be met.
The College of Hope program serves low-income households by providing life skills education
programs for homeless and low-income individuals.
C. Performance Monitoring
The City will monitor the performance of the Subgrantee against goals and performance standards
required herein. Substandard performance as determined by the City will constitute non-compliance
with this Agreement. If action to correct such substandard performance is not taken by the
Subgrantee within a reasonable period of time after being notified by the City, contract suspension or
termination procedures will be initiated.
A-3
