� <br /> DrainaRe Basins: This area is the headwaters of Powder Mill Gulch and 21st <br /> Avenue West Creek. <br /> Vegetation: The majority of this site is wooded with alder six feet to 24 feet in <br /> height. <br /> Conclusion: The type of development proposed should not adversely impact <br /> existing conditions. <br /> 4. Access: <br /> Access point is at Airport Road. <br /> STAFF REGOMMENDATIONS: <br /> Based on the above findings, the Staff recommends approval of the Special Prope�ty <br /> Use Permit with ihe following conditions: <br /> 1. That the development shail include six softball fields with limited seating, scc�er <br /> field and running track, day camp, roller skating track, three playgrounds and <br /> multi-purpose sports activity building. Approximately 40 acres is proposed for <br /> development. The rer-�aining 20 will be preserved in its natural state. <br /> 2. The bog on the east edge of the property shall be preserved in its natural state. <br /> No construction will be allowed within a minimum of6C feet of the edge of the <br /> bog. � ,?o` = " l<-�; Z�tl�u :r�n,?/.xa� <br /> 3. That a natural screening buffer, a minimum of 60 feet in width will be left <br /> around the perimeter of the proposed project. <br /> 4. Drainage shall be designed in conformance with the City Drainage Ordinance. <br /> P.dequate control of runoff, including on-site detention ano ai1 separaticn is <br /> required. <br /> 6. All water and sewer shall be installed to City standa,ds. <br /> 7. A 30 inch reflectorized stop sign is required at Airport Road. <br /> 8. All parking shall be designed in compliance with City of Everett Zoning Code. <br /> 9. A twelve foot wide aspha!t pedestrian pathway is required on ihe east side of <br /> Airport Road from a point south cf tne south property line, north to Casino Road <br /> with a transition to existing road shoulder at both termini of �e1p�a�thwa�. <br /> 10. A detailed drawing shall be submitted to the Public Works Department showing <br /> parking ;ayout, landscaping, driveways, utilities, storm drainage, and all required <br /> improvements to the public right-of-way. Public Works Department approval of <br /> these drawings is required before any permits are issued. :A'll impcoxeme�ts shall <br /> be compieted before the Occupa�cy Perrnit 4s issued. ; �< „� z <br /> 11. During cunstruction, City streets are to be kept clear of dirt and debris and al: <br /> truck traffic to and from the site within the City .,f Everett shall be on arteiial <br /> sireets unless otherwise approved by the Public Works Department. �. -�:� <br /> I?
