� <br /> CITY OF EVERETT - SPU 115-81 <br /> RECOMMENDATION <br /> Using the above findings and conclusions as the basis of the recommendation, the <br /> recommendation of the Hearing Examiner to the Everett City Council for approval <br /> of the Special Property Use Permit is as follows: <br /> The Special Property Use Permit for property located 1,800 feet of Airport Road <br /> and 600 feet south of Casino Road in the City of Everett, Washington, and rnore <br /> particularly described as set forth in the introduction of this document, should be <br /> granted subject to the following conditions. <br /> 1. That the development shall include six softball ftelCs with limited seating, <br /> soccer field and running track, day camp, rotler skating track, three <br /> piaygrounds and mult;-purpose sports activity building. Approximately 40 <br /> acres is proposed for development. The remaining 20 will be preserved in its <br /> natural state. <br /> 2. The bog on the east edge of the property shall be preserved in its natural <br /> state. No construction of any kind will be allowed within 20 feet oi the edge <br /> of the bog. <br /> 3. That a natural screening buffer, a minimum of 20 feet in width, �rill be left <br /> around the perimeter of the proposed projecL <br /> 4. All proposed lighting must be designed to prevent interfering with the <br /> aircraft operations at Paine Field and any existing or :uture r:sidential areas. <br /> 5. Drainage shall be designed in conformance with the City Orainage Ordinance. <br /> Adequate control of runoff, i�cluding on-site detentios and oil separation, is <br /> required. <br /> 6. Ali water and sewer shall be installed to C:ty standards. <br /> 7. .q 30 inch reflectorized stop sign is required at Airport Road. <br /> 8. That a four fooi wide graveled walkway be provided linking Peace Park with <br /> the established Walter E. Hall trail system by 1982. <br /> 9. A detail�d drawing shall be submitied to the Pub;ic Works Department <br /> showing parking taycut, landscaping, driveways, utilities, storm drainage, and <br /> all required improvements to thc p!��lic right-of-way. Public Works <br /> Depa�tment apprc�val of these drawings is required beiore a��y �rmi.s ar� <br /> issued. <br /> 10. During construction, all City streets including, but not limited to, Casino <br /> Road, Airpozt Itoad, and 100th Avenue, are to be kept clenr of all dirt and <br /> debris. <br /> 11. During construdion, al! truck iraffic to and from the site within the City of <br /> Everett shall be on arterial streeis unless otherwise approoed by the Public <br /> Works Department. <br /> 12.
