� CITY OF EVERETT - SPU 115-81 RECOMMENDATION Using the above findings and conclusions as the basis of the recommendation, the recommendation of the Hearing Examiner to the Everett City Council for approval of the Special Property Use Permit is as follows: The Special Property Use Permit for property located 1,800 feet of Airport Road and 600 feet south of Casino Road in the City of Everett, Washington, and rnore particularly described as set forth in the introduction of this document, should be granted subject to the following conditions. 1. That the development shall include six softball ftelCs with limited seating, soccer field and running track, day camp, rotler skating track, three piaygrounds and mult;-purpose sports activity building. Approximately 40 acres is proposed for development. The remaining 20 will be preserved in its natural state. 2. The bog on the east edge of the property shall be preserved in its natural state. No construction of any kind will be allowed within 20 feet oi the edge of the bog. 3. That a natural screening buffer, a minimum of 20 feet in width, �rill be left around the perimeter of the proposed projecL 4. All proposed lighting must be designed to prevent interfering with the aircraft operations at Paine Field and any existing or :uture r:sidential areas. 5. Drainage shall be designed in conformance with the City Orainage Ordinance. Adequate control of runoff, i�cluding on-site detentios and oil separation, is required. 6. Ali water and sewer shall be installed to C:ty standards. 7. .q 30 inch reflectorized stop sign is required at Airport Road. 8. That a four fooi wide graveled walkway be provided linking Peace Park with the established Walter E. Hall trail system by 1982. 9. A detail�d drawing shall be submitied to the Pub;ic Works Department showing parking taycut, landscaping, driveways, utilities, storm drainage, and all required improvements to thc p!��lic right-of-way. During construction, all City streets including, but not limited to, Casino Road, Airpozt Itoad, and 100th Avenue, are to be kept clenr of all dirt and debris. 11. During construdion, al! truck iraffic to and from the site within the City of Everett shall be on arterial streeis unless otherwise approoed by the Public Works Department. 12.
