Mr. Wayne Wentz
October 7, 1993
Page 3
GTC met with you on September Ist to review the trip distribution utilized for this
analysis. The distribution is based on school operations and the distribution outlined in the
Trac Signal Warrant Analysis, Arrport Road at Entrance to Kasch Park Study, by
David Hamlin and Associates, February 1990. The trip generation and assignment for the
proposed development based on this distribution was reviewed with you in our subsequent '
meeting of September 30th. Figure 1 and Figure 2 (attached) show the trip distribution
and trip assignment, respectively, used for GTC's analysis.
Proposed Miti ag, tion
The City of Everett's mitigation policy requires a contribution to the City for tie
development's fair share cost of identified future transportation itr.rovements. The
contribution is determined by the proportionate shaze of project-generated traffic to the
City's projected future (1996-97) traffic volumes. A pro-rata share cost contribution is
required for the City transportation improvement projects that would be impacted by ten
or more project-generated t:ips during the p.m. peak hour.
Based on the mitigation criteria described above and our September 30th review meeting
witb you, a total of ten (10) City transportation improvement projects were identified that
would rsquire a pro-rata share cost contribution. Summarized in Table 2 are the
following:
(1) Number of project-generated trips entering the improvament project
(2) City's projected future entering traffic volumes within the 'smprovement project
location
(3) Pro-rata share percentage of project trips versus total future traffic volumes
(4) City transportation improvement project costs per location
(5) Pro-rata share cost contribution required per pxoject
As shown in Table 2, the total pro-rata shaze cost cuntribuf Ciry for the
proposed Mukilteo School District Central Facilities Comex' T15,250.00 mitigate its
uaffic impacts on the arterial street system. The range o contri ution eosts per
improvement project is$370 for the 112th Street SE/3rd Avenue SE projeci to $4,430 for
the SR 526/Evergreen Way/West Casino Road project.
  `IO NJ
RAFFIC
OO uviG^Q5?c
,
