The distribution is based on school operations and the distribution outlined in the <br /> Tra�c Signal Warrant Analysis, Arrport Road at Entrance to Kasch Park Study, by <br /> David Hamlin and Associates, February 1990. The trip generation and assignment for the <br /> proposed development based on this distribution was reviewed with you in our subsequent ' <br /> meeting of September 30th. Figure 1 and Figure 2 (attached) show the trip distribution <br /> and trip assignment, respectively, used for GTC's analysis. <br /> Proposed Miti ag, tion <br /> The City of Everett's mitigation policy requires a contribution to the City for ti�e <br /> development's fair share cost of identified future transportation itr.�rovements. The <br /> contribution is determined by the proportionate shaze of project-generated traffic to the <br /> City's projected future (1996-97) traffic volumes. A pro-rata share cost contribution is <br /> required for the City transportation improvement projects that would be impacted by ten <br /> or more project-generated t:ips during the p.m. peak hour. <br /> Based on the mitigation criteria described above and our September 30th review meeting <br /> witb you, a total of ten (10) City transportation improvement projects were identified that <br /> would rsquire a pro-rata share cost contribution. Summarized in Table 2 are the <br /> following: <br /> (1) Number of project-generated trips entering the improvament project <br /> (2) City's projected future entering traffic volumes within the 'smprovement project <br /> location <br /> (3) Pro-rata share percentage of project trips versus total future traffic volumes <br /> (4) City transportation improvement project costs per location <br /> (5) Pro-rata share cost contribution required per pxoject <br /> As shown in Table 2, the total pro-rata shaze cost cuntribuf Ciry for the <br /> proposed Mukilteo School District Central Facilities Com�ex' T15,250.00 mitigate its <br /> uaffic impacts on the arterial street system.
