wedand cattail provides tiood and cover and fringing spirea and sa'monberry contribute to habitat
values.
The southeastern and northeastern upland fringes of this wedand have been selected as the locations
for creabon of weUands as compensatory mitigation for construction impaccs to Wedands B and C.
3. FINAL MITIGATION PLAN
3.1 lntroduction
This Final miagation plan updates acmal condidons, responds to condidons of approval and specifies
requirements for excavation, drainage and vegetation(including list of replacement species), as well
as construcdon management, performance standards, a monitoring and confingency program and
recommended performance security.
Inasmuch as such a final plan should be considered schematic in nature and accual field condiaons
might require adjustment in planung in response to actual condidons, a qualified biologist should be
consulted prior to implementing planflnS plans. Following construc6on, a site visit should be
coordinated for review of post-construction conditions by Ciry of Everett staff to easure that goals
and objectives and conditions of approval have been met.
Project goals and objectives include demonstrable and qualitaflve replacement of functional ealue
elements of the natural system on the Central Facility site, including crearion of approximately 0.289
acres of wedands in two azeas adjacent to Wedand E, southwest of the development azea, as
compensatory miuga6on for unavoidable removal o ePds B and C)lOther goals inclade9 emoval
of low value emergent and scrub-shrub weUands (W
of the surface soils from a former corral o the north side ofedan ean guWedsdun g a11
a temporazy erosion and sedimentadon control plan to p
construction activities.
Table 1 compazes functional values in the impact area with the values to be created in the proposed
mitigation azea.
GeyenceJ wedands functPonsand values aseco pensatorymitigat on for w Uand losses dug ng
construction.
Construction plans specify a stepwise program for implementadon of the planned miUgaflon,
including pre-conswcdon meeting, as well as staking of mitigation boundazies and implementaflon
of temporazy erosion and sedimentation conlrol measures; excavaaon of miUgadon azea and
stcekpiling of soil materials and contained rooutock and seedstcek; replacement ofsoC acu n
planung, hydrologic regime establishanent and post-planGnB requirements; and p
meeting.
Page 6
Mukikeo Sch.
