The monitoring Program will use performance standazds to assess project success over a five yeaz period following miugation construction and provide data to judge degree ro which individual componenu of the overall mifigadon plan meet the desired requirements. Coupled with the mouitoring program, potential contingency actions may be considered by the moaitoring biologist and Ciry oF Everett staff at key review points, for implementation in the event of identified mitigation shortfall. Based on an ini6al review of project cosu and approval by the Ciry, a performa�ece securiry bond will be recorded by the applicant, to ensure that all costs for monitoring and maintenance will be met during a five yeaz monitoring period and that conungency acfloas can be accomplished following completion of wetlands construction. 3.2 Goals and Objectives The principal project goal is creation of approximately 12,600 squaze feet of scrub-shrub and emergent wetlaad in two areas adjacent to a functional weUand (Wedand E) in the southwest wrner of the site. Other goals to be accomplished by the proposed mitigaaon plan include: • conversion of low-value and disturbed uplands to new wetlands adjacent to an established, funcfional wetland system, Mukilteo Sch.
