8. That all construction traffic is limited to arterials unless otherwisse approved by <br /> Public Works, and streets are to be kept clear of dirt and debris. <br /> 9. That a detailed landscaping plan be developed and accepted by the Planning De- <br /> partment prior to construction. <br /> I0. That parking areas shall be designed with a minimum of a five foot planting area <br /> adjacent to all street rights-of-way (19.40.050 B EMC) and shall be designed in a <br /> manner that is acceptable to the Transportation Engineer. <br /> ' 11.
