The Applicant has req�ested approval of a Special Property Use Permit and i <br /> a Variance for 9. 8 acres of land located at 2u2 Alder, Everett, Washiny- � <br /> ton, and more particularly described as set forth above in the introduction <br /> of this document. <br /> The zoning for the above described land is R-1, Sinqle-Family Low-Density, <br /> Residential, as established by the City of Everett Zoning Code. <br /> The land use and zoning foz the surrounding lands of the subject property <br /> are as follows: north: vacant/R-1; south: singlc-family, church/R-1; <br /> east: single-family/R-1; west: vacant/R-1. <br /> �. The proposed project involves the expansion of the View Ridge Elementary ( <br /> School of ap�roxinately 35,000 souare feet. This expansion will provide <br /> instructional snace for anproximately 150 to 175 handicapped students of <br /> the ages of three to twenty-one , a physical therapy complex and office <br /> space for special services su�oort sta°f. It is for this project that the <br /> Applicant request� a Special Property Use Permit. <br /> �. The Plannino Deoartment of the City of Everett has determined that the pro- � <br /> posed project is conpatible with the surrounc'ing community in that there ; <br /> will be very little additional traffic generated to serve the proposed � <br /> facilities. The r�ajority of the students �:ill be bussed to ar.d from the <br /> site in small vans. There will be provisians for additional teacher park- � <br /> ing on the west side of the site. <br /> ;. The visual imoact of the proaosed project and the noise generated from the � <br /> pro�osed project will not adversely affect the compatibility of the pro- � <br /> posed project with the surrounding community. <br /> 7. It has been determined that thc use has been found to not have .an adverse � <br /> impact on the environ.^ient c.ith the final declaration of non-significac�ce <br /> being groposed prior to Decer�ber 4 , 1980. <br /> B. The proaosed use will provide needed services for handicapped students and � <br /> adults of the City of Fverett. <br /> 9. The Planning Deoartment of the City of Everett has determined that there � <br /> are extraordinary circu.^istances thak aooly to the subject property that do ; <br /> not generally apply to other properties in this R-1, Sincle Family Residerr- y <br /> tial Zone. By a granting of a variance from the standard 35 feet heicht � <br /> .-eauirements to a height reauirement of 75 feet, the school faci'_ity wi11 <br /> be allowed to e:cpand programs to include handicanped students and orovide f <br /> for the necessary recreational facilities at the View Ridge School. i <br /> 0.
