TECHNICAL MEMORANDUM:
Tulalip Water Demand Projections
Compared to Water Supply Options
Date: August 14,2013
Subject: Tulalip Water Demand Projections Compared to Water Supply Options
Project Name: Tulalip Water Demand Projections
The purpose of this Technical Memorandum is to provide an update to the short-term Water System demand
projections presented in the March 28, 2008, Tulalip Transmission Main Technical Memorandum (2008 memo).
Section 1.0 of this memorandum includes a summary of the material presented in the 2008 memo. Section 2.0
provides a review of current water usage data, short-term projections of future demand, and recommended
actions.
1.0 SUMMARY OF 2008 TECHNICAL MEMORANDUM—WATER DEMAND PROJECTIONS
The 2008 Technical Memorandum included an evaluation of drinking water demand and projections of future
water demand. This evaluation was necessary to properly design the Tulalip Water Pipeline between Everett and
the Tulalip Reservation. In addition to water use data, the interlocal water supply agreement was important for the
2008 evaluation. Per this agreement, the City of Everett agreed to provide the Tulalip Tribes (Tribes) up to
30 million gallons per day (mgd) average daily demand (ADD) and 36 mgd maximum daily demand(MDD). To
provide these flows, a water pipeline with 36-inch and 48-inch segments is currently being constructed between
Everett and 88th Street. During this construction, the Tribe's water system is currently supplied by water (at
88th Street)that is wheeled through the City of Marysville, but is limited to only 3.46 mgd.
1.1 2008 Water Demand Projections
Included in the 2008 memo was an estimate of the water demand for year 2055. The table included both low and
medium water system growth. Both of these growth projections were within the 30 mgd ADD that would be
supplied by City of Everett.
2008 Water Demand Forecast—6, 10, and 15 Years: In addition to the 2055 projections,the 2008 memo included
6- to 15-year projections. Table 1-1 includes a water demand forecasts for 6-, 10-, and 15-year periods based on
the medium growth estimate for future water demand usage.
EXHIBIT A: Everett/Tulalip Wholesale Water Delivery Contract
