Exhibit "A" <br /> Scope of Services, Time of Performance, Budget, <br /> Payment, Notices, and Representatives <br /> I. Scope of Service <br /> A. Activities/Project Description <br /> The Subgrantee will be responsible for administering the WayOUT Program program in a manner <br /> satisfactory to the City and consistent with any standards required as a condition of providing these <br /> funds. Such program will include the following activities eligible under the Community Development <br /> Block Grant Program: <br /> Program Delivery <br /> Activity: <br /> The WayOUT Program, a component of the Project SAFE Program, is an evidence-based 13-hour <br /> seminar (offered in English and Spanish) targeting low-risk youth offenders, at-risk youth, and their <br /> parents/caretakers with the goal of preventing youth recidivism in the legal system, reducing youth <br /> risk-taking behaviors, and increasing supportive relationships between youth and parents/caretakers. <br /> Cocoon House offers at least ten (10) WayOUT seminars annually to 110 families comprised of 110 <br /> youth and 115 parents/caregivers. An additional four (4) WayOUT seminars are planned for Spanish <br /> speaking families. These seminars are offered primarily in Everett in partnership with Denney <br /> Juvenile Justice Center, the principal referring agency to this project; WayOUT is the preferred <br /> resource at Denny for low-risk juvenile offenders. The WayOUT project primarily serves these youth <br /> who are participating as part of completing court requirements. <br /> WayOUT seminars consist of five interactive sessions and team-building exercises focusing on: <br /> • Adolescent development <br /> • Impact of family history on parenting <br /> • Effective parenting techniques <br /> • Teen life skills development in decision making <br /> • Effective communication <br /> • Asset development <br /> • Goal setting <br /> • Conflict resolution <br /> • Family bonding <br /> • Empathy building between parents and teens <br /> • Community resources to support family stability <br /> The outcomes for the youth and parents/guardians served by WayOUT: <br /> • 75% of parent participants self-rate as increased or adequate communication skills <br /> • 75% of parent participants self-rate as increased or adequate understanding of adolescent <br /> development <br /> A-1 <br />
