Police Department to the Everett City Council to be designated as Stay Out of <br /> Areas of Prostitution ("SOAP") areas, to-wit: <br /> 1. 700 block to 1100 block of North Broadway, and two blocks east and west <br /> of this area of North Broadway; and <br /> 2. 1100 block to the 4100 block of Broadway, and two blocks east and west <br /> of this area of Broadway; and <br /> 3. Evergreen Way extending from the 4700 block to the south city limits, and <br /> two blocks east and west of this area of Evergreen Way; and <br /> 4. Casino Road extending from Evergreen Way to Airport Rd., and two blocks <br /> north and south of this area of Casino Road; and <br /> 5. 1000 block to the 3200 block of Hewitt Ave., and two blocks north and <br /> south of this area of Hewitt Ave. <br /> These areas are known to me from my experience, training, data produced <br /> above and interaction with law enforcement officers, neighbors and business <br /> people to be areas where Prostitution Activity presently poses a serious problem. <br /> These areas include the listed streets and the immediately adjoining sidewalks <br /> and alleys. <br /> Dated this ,a( —: day of December, 2007 at Everett, Washington. <br /> William L.
