Stay out of Areas of Prostitution <br /> Declaration of Lieutenant Dan Templeman <br /> December 2007 <br /> I, Dan Templeman, certify (or declare) under penalty of perjury under the laws <br /> of the State of Washington that the following is true and correct: <br /> I am a lieutenant with the Everett Police Department and have been the <br /> Lieutenant of the Special Investigations Unit since January 16, 2006. <br /> 1. During my 15-year law enforcement career, I have spent 7 years assigned <br /> to patrol where I have observed and been involved in many prostitution- <br /> related arrests. I also spent more than two years working as the south <br /> administrative sergeant, where I regularly fielded citizen and patrol officer <br /> concerns regarding prostitution activity in the Everett Police Department's <br /> south precinct, which encompasses the entire area from 41st Street to the <br /> south city limits. <br /> 2. I have been assigned as the Lieutenant of Special Investigations since <br /> January 2006. The Special Investigations Unit includes the Vice Division, <br /> which is responsible for prostitution-related operations and investigations <br /> throughout the entire city. <br /> 3. During my tenure as Lieutenant of Special Investigations, I have been <br /> involved in every prostitution-related special emphasis that the Everett <br /> Police Department has planned. I have been present for numerous <br /> arrests of prostitutes as well as the "johns," or customers. <br /> 4. During my tenure as Lieutenant of Special Investigations, the Vice Division <br /> has been involved in operations along West Casino Road where detectives <br /> have made contact with known prostitutes. <br /> 5. While working as an Administrative Sergeant, I spoke with numerous <br /> citizens, employers, and apartment managers from West Casino Road who <br /> complained about prostitutes and prostitution-related activity taking place <br /> along West Casino Road and in apartment complex parking lots. The Vice <br /> activities conducted during my tenure as Special Investigations <br /> Lieutenant, described herein, have led me to a strong belief that there has <br /> been no change or abatement in the nature of these activities in the West <br /> Casino Road area. <br /> SOAP areas declaration Page 1 of 3 <br /> Lt.
