The Vice Division regularly reviews prostitution related websites to include <br /> USASexGuide, which is an on-line forum for"johns" to post their <br /> comments regarding, among other things, where to look for prostitutes. I <br /> have personally reviewed several entries from "johns" making reference to <br /> West Casino Road. I have reviewed entries mentioning Casino Road from <br /> March 28, 2006, September 29, 2006, October 17, 2006, January 19, <br /> 2007, and April 28, 2007. Entries from every one of these dates contain <br /> at least one reference to West Casino Road, spanning from Evergreen <br /> Way, west to at least the 1200 block. <br /> 7. The Vice Division has also conducted prostitution operations along <br /> Evergreen Way and Highway 99 in South Everett. These operations have <br /> revealed continued prostitution related activity on Evergreen Way, from <br /> Casino Road south to Airport Road. The Vice Division regularly receives <br /> prostitution-related complaints generated from patrol officers, citizens, <br /> and businesses along this stretch of roadway. During proactive <br /> operations, undercover detectives assigned to the Vice Unit have made <br /> numerous arrests for prostitution and patronizing a prostitute in the <br /> identified area. <br /> 8. With regards to north Everett, again, during my assignment as the <br /> Lieutenant of the Special Investigations Unit, I have been involved in <br /> numerous proactive prostitution operations along North Broadway and <br /> Broadway Ave., specifically from the 700 block south to the 4100 block. I <br /> am personally aware of many arrests for patronizing prostitutes and <br /> prostitution that Everett Police detectives have made along that stretch of <br /> roadway. I am also aware of known prostitutes or prostitution-related <br /> activity that has been reported to the Vice Division from both patrol <br /> officers and citizens that we have not been able to follow up on due to <br /> other commitments at the time. <br /> Attached to my declaration and incorporated herein by this reference is a <br /> description and map of the areas described above, contained within the city <br /> limits of the City of Everett, that I am recommending on behalf of the Everett <br /> Police Department to the Everett City Council to be designated as Stay Out of <br /> Areas of Prostitution ("SOAP') areas, to-wit: <br /> 1. 700 block to 1100 block of North Broadway, and two blocks east and west <br /> of this area of North Broadway; and <br /> 2. 1100 block to the 4100 block of Broadway, and two blocks east and west <br /> of this area of Broadway; and <br /> 3. Evergreen Way extending from the 4700 block to the south city limits, and <br /> two blocks east and west of this area of Evergreen Way; and <br /> 4.
