Stay out of Drug Areas <br /> Declaration of Captain William L. Deckard <br /> December 2007 <br /> I, William L. Deckard, certify (or declare) under penalty of perjury under the laws <br /> of the State of Washington that the following is true and correct: <br /> I am a Captain with the Everett Police Department and have been the Captain of <br /> the North Precinct since January 16, 2006. <br /> 1. During my 32 year law enforcement career, I have spent 6 years as a <br /> Narcotics Detective and received in excess of 350 hours of instruction in <br /> the identification and detection of Narcotics as well as trafficking and sales <br /> of illegal Narcotics. Further, during this time I was also assigned to the <br /> Special Investigations Unit of the Everett Police Department and became <br /> educated and familiar with the trafficking patterns of persons who would <br /> engage in acts of prostitution. <br /> 2. I have been assigned as the North Precinct Captain since January 2006. <br /> 3. The North Precinct encompasses the area from 41st St. on the South to <br /> the City of Marysville in the North. East West boundaries run from the <br /> Snohomish River on the Eastside to 1/4 of a mile out into Port Gardner Bay <br /> on the Westside. <br /> 4. During my tenure as north precinct captain I have met with numerous <br /> citizens and organized business groups who have complained about <br /> Narcotics trafficking in their neighborhoods. These citizen and business <br /> groups have schooled themselves in patterns of persons who would <br /> engage in Narcotics Trafficking activities. These groups have made it <br /> clear to me that Narcotics trafficking activities cause disruption in citizens' <br /> normal daily lives as well as having an adverse impact on the local <br /> economy. <br /> 5. During my career, I have facilitated special emphasis activities for <br /> additional enforcement of laws related to Narcotics and drug trafficking in <br /> the areas described herein as North Broadway, Broadway, Evergreen Way, <br /> Hewitt Avenue, Rucker Avenue, Everett Mall and Casino Road. <br /> 6. In April of this year I requested arrest information for the above areas in <br /> an effort to ascertain data for 2005 and 2006 narcotics-related arrests. <br /> My intent behind my request was to ascertain the arrest data as a factor, <br /> but not the sole determining factor, as to whether or not Narcotics activity <br /> had decreased, increased or maintained status quo in a given area. <br /> SODA areas declaration Page 1 of 3 <br /> Capt.
