Smith Street/Mission area and/or use the services provided in the area are <br /> trying to improve their lives, and this becomes difficult because of the <br /> drug users and sellers that have come into the area doing their unlawful <br /> business and creating problems such as assaults, thefts, rapes, robberies <br /> and burglaries. I am aware that the Mission does not allow subjects to <br /> stay or use their facility if they are under the influence of alcohol or drugs, <br /> so I believe that making this a S.O.D.A. area would not have a negative <br /> impact on those who need the local services and wish to improve their <br /> lives in a safer environment. I have made several narcotics arrests in this <br /> area and am very familiar with subjects who frequent and stay at the <br /> Mission. These subjects provide me with information on the narcotics <br /> trafficking and ask me to help clean the area up on a regular basis. <br /> 10.The area of Hewitt Ave from the 1000 block to the 3200 block and three <br /> blocks in each direction is currently a S.O.D.A area that I think should <br /> stay. I believe, based upon my experience and information provided to <br /> me by informants and other officers, that there has been an increase in <br /> activity from the 1000 block to the 2100 block and there is still some <br /> activity east of Broadway. <br /> 11.The 2900 block of Rucker Ave south to 4600 block is currently a S.O.D.A <br /> area that I believe should be eliminated. This area still has some activity, <br /> but it is usually at houses that are quickly dealt with. It is no longer an <br /> area where people loiter on the streets to engage in narcotics activity. <br /> 12.The area from the 4700 block of Evergreen south to the city limits and <br /> two blocks in each direction is a current S.O.D.A area and should remain <br /> one. I have made several arrests in this area, know of other officers <br /> doing the same, and know from informants that this continues to remain <br /> an area for high drug activity. This is supported by the statistics that <br /> show a 12% increase between 2005 and 2006. <br /> 13.The Everett Mall area is currently an active S.O.D.A area, but should be <br /> eliminated. I believe this because over the years I have seen the activity <br /> greatly decreasing and it continues to decrease. I don't know why but it <br /> appears from my experience on the streets and information from others <br /> that for some reason subjects involved in narcotics activity are choosing <br /> not to use this area. I do not make arrests very often in this area, don't <br /> know of other officers doing so, and it is not an area talked about by <br /> informants. <br /> 14.The last area I will discuss is currently not a S.O.D.A area but I believe <br /> should be added. This is the area of Casino Road. I believe the area <br /> should start at Evergreen Way and extend west to the Airport Road, plus <br /> SODA areas declaration Page 3 of 4 <br /> Officer Rabelos <br /> December 2007 <br />
