This area is currently referred to as <br /> the "open air market." This is because subjects can go to this area and <br /> purchase any type of narcotic without any knowledge of who is a narcotics <br /> dealer. This leads to subjects using narcotics in the area shortly after <br /> they purchase them. <br /> These areas are all known to me because of my experience as an Everett Police <br /> Department patrol officer and A.C.T team canine handler. I have had the <br /> opportunity to work all of these areas and I am very familiar with each one of <br /> them.
