Exhibit"A" <br /> Scope of Services, Time of Performance, Budget, <br /> Payment, Notices, and Representatives <br /> I. Scope of Service <br /> A. Activities/Proiect Description <br /> The Subgrantee will be responsible for administering the Rental Housing Mediation Service program <br /> in a manner satisfactory to the City and consistent with any standards required as a condition of <br /> providing these funds. Such program will include the following activities eligible under the Community <br /> Development Block Grant Program: <br /> Program Delivery <br /> Activity: <br /> [Complete description of activity to be undertaken including what projects,products or services are to be performed, <br /> where they are to be provided, for whom they are to be provided, how they are to be provided] <br /> The Rental Housing Mediation Services will provide the following to Everett Citizens at no cost: <br /> (a)Education/Information on Landlord-Tenant Rights/Responsibilities: Landlords and tenants will be educated <br /> through phone and in-person sessions. A"Summary of the Residential Landlord-Tenant Act of Washington"will <br /> be mailed to any citizen of Everett who makes such a request by phone or mail. <br /> (b)Initial Phone Consultations: RHMS professionally trained intake staff receive calls from Everett residents to <br /> coach them to have productive conversations with their landlord to maintain housing as well as send brochures to <br /> individuals and families,make referrals to appropriate sources of assistance,and inform callers. <br /> (c)Mediation Services: RHMS continues our productive relationship with the courts including providing on-site <br /> mediation services for landlord/tenant disputes at small claims court. <br /> (d)Fair Housing Counseling:RHMS is an essential component of Fair Housing Counseling for the City of <br /> Everett,working with clients to assess issues of discrimination,resolve housing issues,provide pertinent <br /> information and make referrals. <br /> (e)Information and Referral:Assistance is provided to clients in an effort to process their complaints with <br /> Washington State Human Rights Commission,the Federal hotline or other legal service providers.We have <br /> developed a strong collaboration with Snohomish County Legal Services to refer clients needing immediate <br /> legal intervention to prevent unlawful evictions. We also refer client to the Housing Justice Project at the <br /> courthouse for review of notices which require legal advice. <br /> General Administration <br /> [Add description of general administrative services to be performed in support of activities noted above] <br /> The Rental Housing Mediation Services program is administered by the Volunteers of America Dispute Resolution Center <br /> of Snohomish County. <br /> A-1 <br />
