Volunteers of America Western Washington will provide accounting, human resources,computer services,and other <br /> administrative support. <br /> The Senior Director and Director of Operations of the Dispute Resolution Center will direct the administration of staff and <br /> volunteers of the RHMS program.The Senior Director will represent the Agency and Program in the community,or <br /> otherwise designate qualified alternate staff. <br /> The location of the services will be at Volunteers of America offices at 2801 Lombard Ave, Everett,WA 98201. <br /> B. National Objectives <br /> The Subgrantee certifies that the activities carried out with funds provided under this Agreement will <br /> meet one or more of the following CDBG National Objectives - 1) benefit low/moderate income <br /> persons, 2) aid in the prevention or elimination of slums or blight or, 3) meet community development <br /> needs having a particular urgency- as defined in 24 CFR Part 570.208. Briefly describe how this <br /> National Objective will be met. <br /> RHMS is designed to address housing needs and issues of this group through the use of free services.This <br /> low/moderate income group has been consistently served through RHMS since the program's inception. History of the <br /> program has shown 98%service to very low/low/moderate income community.Without offering this free service these <br /> community members would not have received immediate help in resolving housing disputes.This availability is crucial in <br /> working to support landlords in ensuring they are providing suitable housing as established by the Landlord/Tenant Act. <br /> Finally, we have designed our program to meet a community need with a particular urgency. For a tenant threatened with <br /> homelessness we are able to either provide them with resources immediately and directly or refer them to other housing <br /> related resources in the community and within Volunteers of America.The funding of RHMS will expand and improve the <br /> quantity and quality of community services, principally for persons of low and moderate income for the citizens of the city <br /> of Everett. <br /> C. Performance Monitoring <br /> The City will monitor the performance of the Subgrantee against goals and performance standards <br /> required herein. Substandard performance as determined by the City will constitute non-compliance <br /> with this Agreement. If action to correct such substandard performance is not taken by the <br /> Subgrantee within a reasonable period of time after being notified by the City, contract suspension or <br /> termination procedures will be initiated. <br /> A-2 <br />
