ROBIN KIRSCHBAUM, INC. piammng <br /> water <br /> engineering <br /> ATTACHMENT A <br /> BACKGROUND <br /> On August 1, 2012, the Washington State Department of Ecology (Ecology) reissued the <br /> National Pollutant Discharge Elimination System (NPDES) Phase II Municipal Stormwater <br /> Permit (permit), effective August 1, 2013 through July 31, 2018. As a Phase II Permittee, the <br /> City of Everett (City) is required to review and update their Stormwater Management Manual <br /> (SWMM) to make Low Impact Development (LID) the preferred and commonly used approach <br /> to new and redevelopment. <br /> The City has retained Robin Kirschbaum, Inc. (Consultant) to assist with preparing the SWMM <br /> update, which will become effective December 31, 2016. The update will adopt the guidance of <br /> the 2014 Ecology Stormwater Management Manual for Western Washington (Ecology Manual) <br /> and 2012 LID Technical Guidance Manual for Puget Sound (LID Manual) wherever appropriate, <br /> and will generally avoid duplicating the language in those and other referenced Washington <br /> State manuals. <br /> The anticipated tasks for this project are listed below: <br /> • Task 100 — Project Management <br /> • Task 200— Review Relevant City Code and Plan Updates <br /> • Task 300 —Assist with SWMM Updates <br /> • Task 400 —Conduct Stormwater Program Evaluation <br /> • Optional Task 500—Assist with Tools and Public Outreach Materials <br /> • Optional Task 600— Provide Training <br /> Work under the optional tasks would not commence without written authorization provided by <br /> the City's Project Manager. The Not-to-Exceed budget amount for this project does not include <br /> these optional tasks. <br /> TASK 100: Project Management <br /> Objective <br /> Manage the project successfully to assist the City in LID code and NPDES permit support by <br /> delivering specified work products on time, on budget, and in accordance with professional <br /> industry standards. <br /> City of Everett:2016/17 LID Code and NPDES Technical Support 1 <br />
