ROBIN KIRSCHBAUM, INC. piammng water engineering ATTACHMENT A BACKGROUND On August 1, 2012, the Washington State Department of Ecology (Ecology) reissued the National Pollutant Discharge Elimination System (NPDES) Phase II Municipal Stormwater Permit (permit), effective August 1, 2013 through July 31, 2018. As a Phase II Permittee, the City of Everett (City) is required to review and update their Stormwater Management Manual (SWMM) to make Low Impact Development (LID) the preferred and commonly used approach to new and redevelopment. The City has retained Robin Kirschbaum, Inc. (Consultant) to assist with preparing the SWMM update, which will become effective December 31, 2016. The update will adopt the guidance of the 2014 Ecology Stormwater Management Manual for Western Washington (Ecology Manual) and 2012 LID Technical Guidance Manual for Puget Sound (LID Manual) wherever appropriate, and will generally avoid duplicating the language in those and other referenced Washington State manuals. The anticipated tasks for this project are listed below: • Task 100 — Project Management • Task 200— Review Relevant City Code and Plan Updates • Task 300 —Assist with SWMM Updates • Task 400 —Conduct Stormwater Program Evaluation • Optional Task 500—Assist with Tools and Public Outreach Materials • Optional Task 600— Provide Training Work under the optional tasks would not commence without written authorization provided by the City's Project Manager. The Not-to-Exceed budget amount for this project does not include these optional tasks. TASK 100: Project Management Objective Manage the project successfully to assist the City in LID code and NPDES permit support by delivering specified work products on time, on budget, and in accordance with professional industry standards.
