Review available information provided by the City, which may include relevant sections <br /> of municipal code, standard details, SWMM updates (Task 300), 2016 Stormwater <br /> Management Program Plan, and the City's stormwater program website <br /> (https://everettwa.gov/875/Stormwater-Management-Program-SWMP). <br /> 2. Meet with City staff, including inspectors and operation and maintenance specialists, to <br /> discuss their standard methods and operating procedures. <br /> 3. Review available EPA audit reports for Region 10, including King County, Snohomish <br /> County, Pierce County, City of Seattle, City of Tacoma, Washington State Department of <br /> Transportation, and other relevant reports as available. If audit report or other relevant <br /> reports are available for Phase II permittees in Region 10, including but not limited to <br /> City of Newcastle and City of Oak Harbor, those reports will be reviewed in this task. <br /> Refer to the Assumptions for this task for Freedom of Information Act requests that may <br /> be required to obtain Phase II reports. <br /> 4. Identify possible program gaps with respect to: <br /> o Public Education and Outreach <br /> o Public Involvement and Participation <br /> o Illicit Discharge Detection and Elimination <br /> o Controlling Runoff from New Development, Redevelopment, and Construction <br /> Sites <br /> o Municipal Operations and Maintenance <br /> o Compliance with Total Maximum Daily Load Requirements <br /> o Monitoring and Assessment <br /> o Reporting and Recordkeeping Requirements <br /> 5. Prepare draft and final Technical Memorandum outlining the methods, sources of <br /> information reviewed, assumptions, possible gaps identified, and recommended program <br /> enhancements or new programs needed to improve compliance with the permit and <br /> improve cost-effective operation of the City's MS4. <br /> City Responsibilities <br /> 1. Invite appropriate staff attendees and coordinate and host meetings with staff to discuss <br /> standard operating methods and procedures. <br /> 2. Provide information requested by the Consultant for review. <br /> 3. Review the draft Technical Memorandum and provide comments for incorporation in the <br /> final version, as appropriate.
