SITE DESCRIPTION <br />On September 26, 2011, Wetland Resources, Inc. completed an investigation of the <br />property known as the Villas at Glenwood Terrace, located just south of 51St Place <br />West, in the city of Everett, Washington. This site is further located as a portion of <br />Section 1, Township 28N, Range 4E, W.M. The purpose of this site investigation was to <br />evaluate the potential presence or absence of regulated fish or wildlife species or <br />habitat potentially affected by proposed tree trimming, on and in the vicinity of the <br />subject site. This report was prepared by Louis Emenhiser who also conducted the site <br />visit. Louis is a certified Professional Wetland Scientist with a Masters Degree in Soil <br />Science and over ten years of professional experience. <br />Access to this site is from the west via Glenwood Avenue. The site has undulating <br />topography with steep slopes to the west and south. The northern and eastern portions <br />of this property contain a high-density, single-family residential development, with <br />associated parking and stormwater facilities. The southern and western portions of the <br />site are forested and contain the main stem of Glenwood Creek to the east, and an <br />unnamed tributary to the west. Both streams have associated wetlands and are <br />adjacent to steep slopes. <br />PROJECT DESCRIPTION <br />Due to concerns about trees falling and causing damage to the units, the applicant is <br />proposing to conduct tree trimming which will result in the topping or removal of a total <br />of thirty red alder trees. Five of these trees have already been taken down, resulting in <br />a stop work order for clearing in a sensitive area. This report will address both the <br />proposed tree trimming and the violation. <br />The proposed hazard tree alterations (25 trees) will create snags approximately thirty <br />feet in height. The felled portion of the trees will be left intact and dropped into the <br />wetland and buffer to provide large woody debris and wildlife habitat. As mitigation for <br />the hazard trees proposed to be altered, a total of fifty two-gallon trees will be installed <br />in Tract 998 (2:1 ratio). For details, please refer to the Buffer Restoration and Tree <br />Mitigation Plan section of this report. <br />As mitigation for the five red alders that were removed without a permit, the applicant is <br />proposing to plant fifteen two-gallon trees throughout the wetland and buffer areas of <br />Tract 998. This will provide a three to one (3:1) tree replacement to impact ratio as <br />required by code enforcement. As mitigation for the twenty-five trees that will be <br />removed under a permit, the applicant is proposing to plant fifty two-gallon trees <br />throughout the wetland and buffer areas of Tract 998.
