� <br />DIBBLE E�1GIN��R�, IN�a <br />Professional Structural Engineering Services <br />Meg Haley, RA <br />City of Everett Permit Services <br />3200 Cedar Street <br />Everett, WA 98201 <br />November 24, 2015 <br />RE; DEI Project #: 15-523 <br />4030 Hoyt Avenue <br />Everett, WA 98201 <br />Dear Ms. Haley: <br />St�uetu�al <br />Review <br />Sumjna�°y <br />In accordance with the verbal instructions of Michael Kim of White Signs, and in compliance with your email of November <br />2, 2015, to Roy at White Signs, the repaired condition of the rooftop mounted space frame for the signage at the above <br />address was observed on Friday, November 20, 2015, by Mr. Michael P. McCann of Dibble Engineers, Inc. Mr, McCann <br />is a registered structural engineer in the state of Washington. <br />The purpose of the site visit was to determine if the space frame, as repaired, is structurally safe to not only remain in <br />place, but to have the fabric for the sign reinstalled. During the site visit, several pictures were taken and are included as <br />attachments to this letter. <br />The original pictures taken by White Sign showed several tleteriorated members in the space frame assembly. The <br />space frame observed during the site visit was fully visible and painted, generaliy appearing in good condition. The <br />spaceframe is attached with bolts to the front of the roof structure through the vertical members, and with diagonal struts <br />to the roof structure at the rear of the spaceframe. The supports appeared to be in good condition and the frame felt <br />very rigid. <br />Nevertheless, two conditions were noted: <br />1. There is a location on the south side of the frame where a vehicle had hit and distorted the assembly at some <br />time in the past. The tlistortion occurs at a vertical joint in the space frame where two frames meet. This is not <br />considered to be a structural issue of concern as the distortion is only visual, antl neither the members nor <br />connections are negatively affected. <br />2. There are still two areas of rust that need to be repaired. One is at the north end of the east side of the frame, <br />and one is at the west end of the south side of the frame. Neither is in an area affecting the structural integrity <br />of the frame, but the rusted areas will only migrate with time unless arrested now. These two areas are shown <br />in the attached pictures. <br />Consequenfly, if is recommended that the contractor, White Signs, repair/replace fhe two rusted areas. Once the <br />removal of the rusted areas is accomplished Dibble Engineers feels that fhe structure wrll have been satisfactorily <br />restored sfructuraNy to allow the new fabric for the sign to be installed.
