�I <br /> RESOLUTION NO. SRR7 <br /> A RESOLUTION adopting the Everett Parks and Recreation Department's Strategic <br /> Master Plan <br /> WHEREAS, a planning effort was undertaken in 2006 to develop a strategic master plan <br /> for the City of Everett's Parks and Recreation Department; and <br /> WHEREAS, the intent of the strategic master plan's development was to identify, in <br /> part, current and future needs and priorities of Everett residents for parks and recreation <br /> facilities and programming; and <br /> WHEREAS, current and future needs and priorities were identified through an extensive <br /> public outreach effort, which included stakeholder interviews, public meetings, <br /> neighborhood association meetings and a statistically valid household survey that resulted <br /> in the receipt of more than 600 completed surveys from Everett households; and <br /> WHEREAS, the development of the strategic master plan was guided by a steering <br /> committee comprised, in part, of representatives from Everett's neighborhoods, citizens- <br /> at-large, Everett Parks Board of Commissioners, Cultural Arts Commission, Everett City <br /> Council, Everett Mayor's office, Snohomish County, local businesses, and Snohomish <br /> County; and <br /> WHEREAS, existing parks and recreation facilities and programs were also compared <br /> against benchmarked and "best-in-class" municipal parks and recreation departments <br /> across the United States; and <br /> WHEREAS, the extensive public outreach effort and benchmark analysis provided the <br /> necessary information to help identify, based on Everett residents' needs and priorities, <br /> the direction of future planning, capital development and programming initiatives to <br /> implement the recommendations of the strategic master plan; and <br /> WHEREAS, the strategic master plan outlines a series of goals, strategies, tactics and <br /> timelines to implement the plan's recommendations regarding the direction, process and <br /> priorities for future park master planning, facility development, design and maintenance <br /> standards,recreation programming, business management and organization; and <br /> WHEREAS, adoption of the strategic master plan will allow staff, in conjunction with <br /> the Parks Board of Commissioners, to develop and recommend a series of projects that <br /> will constitute the department's capital improvement program; and <br />
