B. The Council Chambers may be used by the Civil Service Commission, other City <br /> boards and commissions as well as other City departments with prior approval of <br /> the Council President; and <br /> C. The Council Chambers shall not be used by any group or individual that is not a <br /> City department, board or commission of the City. <br /> 4. Usage of the Wall Street Building hearing room shall be restricted to City departments, <br /> boards and commissions subject to the prior approval of the Department of Planning and <br /> Community Development. The hearing room shall not he used by any group or individual that <br /> is not a City department, board or commission. <br /> 5. City facilities including meeting space in the City's Library and Parks Department that have <br /> been traditionally available for use by the public, non-profit associations and other non-City <br /> groups or individuals shall be available for public use subject to the applicable Departments' <br /> written policies governing use of the facilities which may include charging for use of the <br /> facilities. <br /> 6. All City facilities not referenced herein are to be used exclusively for City or other <br /> governmental activities, as approved by the City, and shall not be available for private use by <br /> members of the public, groups or associations. These include, but are not limited to, facilities <br /> used for public welfare, health and public safety purposes such as police and fire facilities, <br /> emergency response, public works facilities, waste water treatment facilities, water treatment <br /> and supply facilities, offices and conference rooms, City Council offices, conference rooms, <br /> warehouses, repair facilities, storage areas and ancillary spaces. <br /> 7.
