A ORDINANCE NO. 2307-98 1407111a An Ordinance Amending Ordinance #1671-89, as amended (Title 19 EMC), Amending the City of Everett Zoning Code Development Standards for Single Family Attached and Multiple Family Housing Development to Implement the Everett Growth Management Comprehensive Plan. WHEREAS, the City of Everett adopted its Growth Management Comprehensive Plan in August, 1994, as required by the Washington State Growth Management Act (GMA); and WHEREAS, the Comprehensive Plan land use map and policies called for increasing the residential densities in the City to increase the population capacity of the City, in response to GMA, the VISION 2020 Regional Growth and Transportation Strategy, and the Snohomish County County-wide Planning Policies; and WHEREAS, the Comprehensive Plan reflects the concerns of Everett citizens concerning the compatibility of multiple family housing with existing neighborhoods, and the needs of residents of higher density housing for a safe and livable environment, by including numerous policy statements which call for establishing design standards and guidelines to accompany increases to permitted residential densities; and WHEREAS, the City began the process of amending the Zoning Code development standards for higher density housing in 1995 with the Mayor's Regulatory Review Committee, which provided recommendations to the Planning Commission; and WHEREAS, the Planning Commission held public workshops and public hearings to consider the proposed Zoning Code amendments and directed staff to prepare design guidelines to accompany the proposed code amendments; and WHEREAS, design guidelines have been developed and reviewed by the members of the public, Regulatory Review Committee, Master Builders Association, architects, and other interested citizens at Planning Commission public workshops and public hearings along with the proposed amendments to the Zoning Code; and WHEREAS, the Planning Commission has recommended that the City Council approve the proposed amendments to the Zoning Code, along with a companion set of design guidelines to be used in the design and review of single family attached and multiple family housing developments in the City of Everett; and WHEREAS, the City Council has held a public hearing to take public testimony and consider the recommendation of the Planning Commission; and WHEREAS, the City Council finds: 1
