4. External stairways which provide pedestrian access to dwelling units located above the <br /> ground floor shall not be placed between the building facade and any abutting street, or <br /> encroach into required setback areas. <br /> 5. On-site pedestrian walkways shall be connected to public sidewalks and provide for <br /> resident safety, convenience, and access to sidewalks, other buildings, and off-street <br /> parking areas. <br /> B. Vehicular Access. On corner lots,the driveway(s) shall be located away from the street <br /> intersection. Sites abutting an alley shall be required to gain vehicular access from the alley. No <br /> driveway access from the public street shall be allowed unless specifically authorized by the <br /> Planning Director, based upon a recommendation from the City Engineer, using Review Process <br /> II, when necessary to provide access to off-street:parking under the structure which is not <br /> otherwise possible due to severe limitations caused by the slope of the property. Approval shall <br /> be subject to the following requirements: <br /> 1. The width of the driveway shall not exceed 25 percent of the width of the lot or 20 feet, <br /> whichever is less. <br /> 2. Additional yard area equal to the area covered by the portion of the driveway within the <br /> setback area shall be provided by an increase in the setback of the building or portion of <br /> the building. <br /> 3. The driveway shall be located to one side of the lot and away from the center of the site <br /> to the maximum extent feasible. <br /> 4. On a corner lot access shall be from the side street unless the side street is an arterial <br /> street. <br /> 5. The location and design of pedestrian access from the sidewalk shall be emphasized so as <br /> to be more prominent than the vehicular access. <br /> Section 10. Section 15.050 of Ordinance #1671-89, as amended by Section 5 of <br /> Ordinance #1849-92, (EMC 19.15.050), which reads: <br /> 15.050 Building facade modulation and redline variation. <br /> A. Developments containing more than three dwelling units shall be required to <br /> provide building facade modulation on all facades in accordance with the standards listed <br /> in this subsection. For multiple-family dwellings located in the core multiple family area <br /> indicated on map no. 21-1 (Section 15.110),building facade modulation shall be required <br /> only on facades facing abutting streets and on facades facing abutting R-1 and R-2 zoned <br /> properties. <br /> 1. Maximum wall length without modulation-thirty feet; <br /> 2. Minimum modulation depth-thirty feet; <br /> 3. Minimum modulation width-eight feet. <br /> 13 <br />
