Section 13. Section 15.090 of Ordinance#1671-89, as amended by Sections 8 and 9 of <br /> Ordinance#1729-90, Sections 7 and 8 of Ordinance #1849-92, and Section 4 of <br /> Ordinance#1864-92, (EMC 19.15.090), which reads: <br /> 15.090 Parking location. <br /> A. Parking shall be provided on the same site as the principal building or buildings. <br /> B. Parking may be located under a building; provided,that it is screened from direct <br /> view from public streets or adjacent properties to the side of the subject lot by building <br /> facades, garage doors, fencing or Type I landscaping, except that entrances to the below <br /> structure parking area need not be screened. <br /> C. Parking may be located between a building and the rear lot line. If the site does <br /> not have alley access,the parking area shall be screened from view from the property <br /> which abuts the site to the rear by a solid fence at least five feet in height above the <br /> parking lot grade. Parking areas shall be screened from view from properties abutting to <br /> the side by a solid fence at least five feet in height above the parking lot grade. As an <br /> alternative to the screening fence,the applicant may install landscaping which provides <br /> and maintains adequate visual screening of the parking area from adjoining residentially <br /> zoned property and streets. <br /> D. Parking may be located between a building and a side lot line which is not a street <br /> side lot line provided it is not located within the required front yard setback area and is <br /> screened from direct street view by fencing and/or landscaping. The parking area shall be <br /> separated from the side property line by a solid fence at least five feet in height above the <br /> grade of the parking area As an alternative to the screening fence, the applicant may <br /> provide landscaping which provides and maintains an adequate visual screen of the <br /> parking area from adjoining residentially zoned property and streets. Parking may be <br /> located between a building and the street side lot line on a corner lot provided that it is <br /> not located in the required setback area and that it is screened from direct street view by a <br /> landscaped side yard, which may include fencing in combination with landscaping to <br /> provide an effective and attractive visual screen between the street and parking area. The <br /> height of any such fence shall not exceed four feet. When off-street parking is located <br /> beneath the building in the core multiple family area and also encroaches into the interior <br /> side setback area,the landscaping required by Table 35-1 within the area used by the <br /> parking area may be waived provided that the screening fence required by this section is <br /> provided. <br /> E. Parking shall not be permitted in front of any building which has alley access <br /> from the rear, unless specifically authorized by the planning director due to severe <br /> limitations caused by the slope of the property. Under such circumstances,parking may <br /> be located between a building and a front property line provided that it does not occupy <br /> any portion of a required front yard setback area and that it is screened from direct view <br /> by a landscaped front yard, which may include fencing in combination with landscaping <br /> to provide an effective and attractive visual screen between the street and parking area. <br /> The height of any such fence shall not exceed forty-two inches. <br /> F. 1. Except where abutting R-S, R-S-1 and R-1 zones, in multiple-family <br /> developments with more than one building,the central portion of the site located <br /> 17 <br />
