between buildings shall be used for open space, and the parking and circulation <br /> areas shall be located at the perimeter of the site. Where multiple-family <br /> developments abut R-S, R-S-1 and R-1 zones, the parking and circulation areas <br /> shall be separated therefrom by placement of the buildings. <br /> 2. The planning director may authorize the parking area for multiple-family dwelling <br /> developments to be located between the multiple-family dwelling and abutting R- <br /> S, R-S-1 or R-1 zoned properties if topographic or environmental constraints <br /> prevent the vehicle parking and maneuvering areas from being placed in the <br /> location otherwise required by this chapter. In approving an alternative parking <br /> area location,the planning director shall require fencing or landscaping more <br /> substantial than otherwise required by this title if necessary to prevent lights, glare <br /> and vehicle traffic noise from disturbing adjoining single-family dwellings more <br /> than would occur if the parking area location complied with the requirements of <br /> subdivision 1 of this subsection. <br /> G. Tandem parking for parking spaces serving the same dwelling unit may be used if <br /> the parking is located within the rear setback area and gains access from an abutting alley, <br /> or when one of the parking spaces is located within a garage. Except for developments in <br /> which tandem spaces are located within the rear setback area and gain access from an <br /> abutting alley, not more than fifty percent of parking spaces within a multiple-family <br /> development may be placed within a tandem configuration. <br /> is hereby amended to read as follows and shall be codified as EMC 19.15.070. <br /> 15.070 Parking location. The intent of this section is to enhance the safety of parking areas, <br /> keep parking from dominating the site, efficiently manage traffic in off-street parking areas, <br /> maximize usable open space, and reduce visual impacts on surrounding properties. Compliance <br /> with the Multiple Family Design Guidelines is required for meeting the requirements of this <br /> Section. <br /> A. Parking shall be provided on the same site as the principal building or buildings. <br /> B. Parking shall not be located between the building(s) closest to the street and the street <br /> unless approved by the Planning Director due to steep topography which precludes placement in <br /> a location consistent with the Multiple Family Design Guidelines. <br /> C. Parking may be located in the rear setback area when access is from the alley which abuts <br /> the rear lot line, except within the street side setback area of corner lots. <br /> D. In the areas designated by Map#15-1 and 15-2, parking may be located in the interior <br /> side setback area except within the front setback area, provided it is screened from abutting <br /> properties and direct street view by fencing and/or landscaping at least five feet in height above <br /> the grade of the parking area. <br /> E. Outside of the areas designated by Map#15-1 and 15-2,parking may not be located <br /> within any required setback area, except as provided in Paragraphs C or F of this Section. <br /> 18 <br />
