Our <br />services were completed in general accordance with our proposal, which you sib ed on <br />November 1, 2012. <br />INTRODUCTION <br />We understand that you plaruled to construct a tiered retaining wall system on the steep <br />southwest-facing slope to the west of the residence. As a part of the planned improvements, you <br />imported fill soils and placed them on the slope for later use in the retaining wall system <br />construction. Wlule fill was being imported, we understand that the City of Everett "red tagged" <br />the work since there was no pennit and informed you that no additional work could take place <br />until a geotechnical evaluation of slope stability and any work that has been perfornied on the <br />property. Since the fill soils have been pl�ced on the slope, we observed that significant <br />movement of the upper fill soils has taken place resulting in large tension cracks at the top of the <br />slope and soils moving down the slope toward the southern and western property lines.
