Our <br />services wei-e completed in gencral accordance with our proposal, which you sigiied oil <br />Novembei- 1, 2012. <br />INTRODUCTION <br />We uiiderst�and tliat you plarilied to coiish-uct a tiered retaini�Ig wall system oti tl�e steep <br />southwest-Iacing slope to the west of the residence. As a part of the planned improvements, you <br />importec� fiLl soils and placed them oii the slope for later use in the retaining wall system <br />construction. While iill was being imported, we understancl that the City of Everett "red tagged" <br />the woi�k sillce there was no pei7nit and i�Ifoi7ned you that no additional work could take place <br />Lu1ti1 a geotechnical evaluation of slope stability and any work that has been �er�loi-ined on the <br />property. Since the tlll soils l�ave been placecl on the slope, we obseived that significant <br />movement of tl�e upper till soils has taken place resulting in lai•ge tension cracks at fhe top oi� the <br />slope aiid soils movin<r down tlie slope toward the southern and wcstern property lines.
