Our <br />services were completed in general accordance with our proposal, which you signed on <br />November 1, 2012. <br />INTRODUCTION <br />We understand that you planned to construct a tiered retaining wall system on the steep <br />southwest-facing slope to the west of the residence. As a part of the planned improveinents, you <br />iinported fill soils and placed them on the slope for later use in the retaining wall system <br />construction. While fill was being imported, we understand that the City of Everett "red tagged" <br />the work since there was no pernzit and infornied you that no additional work could take place <br />until a geotecluiical evaluation of slope stability and airy work that has been perfornled on the <br />I property. Since the fill soils have been placed on the slope, we observed that significant <br />, movement of the upper fill soils has taken place resulting in large tension cracks at the top of the <br />slope and soils movinb down the slope toward the southern and western property lines.
