• <br />• <br />8) The generation of nuisance irritants such as noise, smoke, dust, odor, glare, visual blight or other <br />undesirable impacts. <br />a. Noise Control — The substation facility will comply with Chapter 20.08, Noise Control, of the <br />Everett Municipal Code. Provisions set forth in Chapter 20.08 require the maximum <br />permissible sound levels that may be produced at an electrical distribution substation <br />focated in an industrial zone to be no greater than 70 dBA during all hours for industrial <br />receiver properties and b0 dBA during all hours for residential receiver properties. This <br />property has only industrial receiver properties adjacent to it. <br />The transformer will be the only piece of electrical equipment that emits constant noise. <br />District specifications require the transformer not to exceed 64 dba. The transformer <br />testing data is provided for review, maximum allowed noise from the transformer is 63 dba, <br />refer to Enclosure B. <br />b. Smoke, dust, odor, or glare will not be generated by the proposed use. <br />9) Consistency with the goals and policies of the Everett General Plan for the area and land use <br />designation in which the property is located. <br />The Comprehensive Pian designation for the property is 5.1, Heavy Industrial. The property is <br />zoned M-2 Heavy Manufacturing. The substation and above ground utilities are permitted in <br />the M-2 zone as a Special Property Use. <br />10) Compliance with the provisions of this Ordinance and other City, State and Federal regulations. <br />This proposal will comply with the Washington Administrative Code (WAC 296-45-045) which <br />requires electrical utilities to design and construct facilities in accordance with the National <br />Electric Safety Code (NESC). <br />11) Accessibility to public t-ransit, and traffic reduction measures proposed by the applicant to <br />reduce dependence of the proposed use on the automobile. <br />The substation will remain an unstaffed facility. Transit services are not needed to serve the <br />faci l ity. <br />
