The proposed transformer is approximately 18-ft tall. <br />h) The existing architectural wall has cracks from settlement, it will be replaced with a new <br />architectural wall. The existing will is masonry wall serves as the east substation security <br />barrier and is approximately 9'-0" tall. The proposed masonry wall is 9'-4" tall, in addition to <br />serving as the east substation security barrier it will wrap around the south end of the <br />substation approximately 20-ft to provide additional screening from West Marine View <br />drive. Refer to drawings 5-63-K1 and S-63-K2 for additional details. <br />6) The number, size and location of signs, especially as they relate to more sensitive land uses. <br />a) High voltage warning signs will be installed on the security fence and gates in accordance <br />with the National Electric Safety Code (NESC). <br />b) Signage indicating the substation name, address and District contact information will be <br />installed upon the entrance facing Marine View Drive. <br />7) The landscaping, buffering and screening of buildings, parking, laading and storage areas, <br />especially as they relate to more sensitive land uses. <br />a) The property is currently zoned as M-2, heavy manufacturing. Within the Everett Municipal <br />Code (EMC) Chapter 6 table 6.1 M-2 zoning landscape category C is assigned. Chapter 35 <br />assigns type III to the front and type III to the interior lot lines, which requires 5-ft of <br />landscaping. <br />b) Existing conditions — The substation was constructed in 1970, the substation security fence <br />was built upon the property lines. There is no landscaping provided. The architectural wall <br />along east portion of the property provides some screening from West Marine View Drive. <br />The PUD owned property is bordered to the north, south and west by the Everett Naval <br />Base, which similarly has little landscaping in this area. <br />c) Due to NESC electrical clearance requirements and the desire to improve the safety for <br />District personnel and the public by allowing for complete pull off from West Marine View <br />Drive and a three point turnabout within the substation it will not be possible to conform to <br />the current landscaping requirements. The District requests the City waive the <br />requirements under 35.070 part 3 to accommodate the continued use and improved safety. <br />d) Original building permit from 1970 and records denoting that no setbacks were required are <br />attached, refer to Enclosure A, <br />�5 <br />
