PROJECT NARRATIVE STATEMENT <br />Norton Avenue Substation — Rebuild <br />A. Proposal <br />The District is requesting favorable consideration of a special property use permit to rebuild Norton <br />Ave Substation within the confines of its current footprint. Norton Avenue Substation is an existing <br />electrical distribution substation previously permitted by the City of Everett under Building Perrnit <br />11286. <br />Please find included are: <br />Enclosure A— Existing Building Permit <br />Enclosure B— Noise testing of transformer <br />Enclosure C—SEPA Exemption Memo <br />Enclosure D— Right of Entry (for parking on Navy property) <br />B. Legal Property Description <br />That portion of Sec 18, Twp 29N, RG. SE.W.M. described as follows: <br />Beginning at the meander corner on line between sections 18 & 19, Twp. 29N, RG. 5E, W.M., thence <br />04° 02' W for 97.43 ft, thence S 89° 22' W for 317.52 ft; thence N 1° 15' W for 307.50 ft; thence N <br />89° 22' E for 197.8 ft. M/L to the west line of street, the true point of beginning of this description; <br />thence N 0° 26' 45" W along the west line of said street for 75 ft; thence S89° 22' W for 100 ft; <br />thence S 0° 26' 45" E to a point that is S 89° 22" W 100 ft from the true point of beginning; thence N <br />89° 22'E for 100 ft to the true point of beginning. <br />C. Description of Existing Use <br />1. The District's Norton Avenue Substation is located at 1802 West Marine View Drive Everett, WA <br />98201, The substation property is 0.18 acres bordered by the Everett Naval station to the west, <br />north and south and West Marine View Drive to the east. The Naval Station and existing substation <br />are both zoned as heavy manufacturing. <br />2. The existing substation generally consists of: <br />a. Transmission line termination (dead-end) structure. <br />b. Electrical bus. <br />c. 115kV and 12kV switches. <br />d. A 25 MVA power transformer. <br />e. Metal-clad switchgear. <br />f. Underground power cables, vaults and conduits for control wires. <br />g. Existing substation appurtenances including: a stormwater management system; oil spill <br />containment system for the transformer; security fence; grounding system; driveway; and <br />architectural wall. <br />�I� <br />
