� <br />Narrative Statement <br />� <br />1J The need of the neighborhood, district, or City for a proposed special property use. <br />The subject property is an existing distribution substation which currently serves nearby <br />customers. The project is part of the District's Electric System Capital program to provide <br />additional reliability and replace aging infrastructure. The project will replace an aging <br />transformer (46 years old) and provide modern controls and capability to maintain acceptable <br />system reliability levels to customers. <br />2) The adequacy of streets, utilities and public services required to serve a proposed use. <br />a) The facility fronts West Marine View Drive. No street improvements are proposed. <br />b) No water service is needed, <br />c) The facility does not require connection to a sanitary sewer or a septic system. <br />d} Power is supplied from the District's electrical distribution system. <br />e) Telecommunication service is supplied by the District's fiber optic network. <br />3) The impact of traffic generated by the proposed use on the surrounding area, pedestrian <br />circulation and public safety; and the ability of i-he proponent to mitigate such potential impacts. <br />a) The substation will remain an unstaffed facility. Trips to the substation on average are <br />made twice per week for operation and maintenance activities. <br />b) The improved ability of the inspector to pull from West Marine View Drive and turn around <br />within the substation will result in greater public safety. <br />4J The provision of adequate off-street parking, on-site circulation and site access. <br />a) Ingress and egress - The substation electrical equipment will be reorganized to enable the <br />District personnel to pull completely from West Marine View Drive upon the driveway, <br />unlock the security gate, park within the substation and perform a three point turn around <br />within the substation to facilitate a forward entry onto West Marine View Drive. <br />b) Off street parking will be provided within the substation fenced area. <br />5) Compatibility of the proposed structures and improvements with surrounding properties, <br />including the size, height, location, setback and arrangement of all proposed buildings and <br />facilities, especially as they relate to light and shadow impacts on more sensitive land uses and <br />less intensive zones. <br />a} The proposal will slightly decrease the area of the substation. The existing substation is <br />approximately 7,475 square feet the proposal would reduce that to approximately 7,210 <br />square feet. <br />b) All existing electrical equipment and structures within the substation will be replaced with <br />proposed equipment and proposed structures. <br />
