EXHIBIT A-1: SCOPE OF WORK CITY OF EVERETT WATER FILTRATION PLANT CLEARWELL ROOF REPLACEMENT DESIGN BUILD CONSULTING SERVICES INTRODUCTION This scope of work describes Brown and Caldwell's(Consultant) consulting support for Everett's (the City's) Water Filtration Plant Clearwell Roof Replacement Project. The City has elected to use Design-Build (DB) delivery for the Project. The Consultant will support Everett's efforts to obtain Capital Projects Advisory Review Board (CPARB) approval,to procure a Design-Build firm, and to oversee the Project during design and construction. This scope of work is divided into three phases: • Phase 1-DB Procurement: o Support for obtaining CPARB Project Review Committee (PRC) approval o DB RFQ preparation o Assist/ advise the City on short listing DB firms o DB RFP preparation including preparation of performance and technical requirements o Assist/ advise the City on selection of a preferred DB contractor o Assist the City in contract negotiations • Phase 2-Oversight during Design: o Review of the DB firm's design o DB contract compliance support • Phase 3-Oversight during Construction: o Roof fabrication factory inspections o Construction field inspections to supplement the City's construction management staff o DB contract compliance support including acceptance and project closeout GENERAL ASSUMPTIONS Overall assumptions for the scope of work include: • CPARB - PRC Application:The City will provide background information required to complete the CPARB- PRC Project application form including City project and staff experience, financial/funding information,technical information, and history of audits findings. • Legal:The City will select/develop the DB contract and provide legal review. It is assumed the City will use/ modify the existing contract used for the City's Reservoir 6 project. The Brown Caldwell --- 1
