March 26, 2003 <br /> Mr. Ron McAffee r `ok As I <br /> Director, CENCOM <br /> Kitsap County Central Communications <br /> 1720 Warren Avenue <br /> Bremerton, WA 98337 <br /> Dear Mr. McAffee, <br /> In consideration for the letter of support to be provided to the Snohomish County <br /> Emergency Radio System (SERS) for its application for three 800 MHz channel pairs <br /> currently assigned to Kitsap County 911 (CENCOM),the City of Everett will allow <br /> Kitsap County 911 to license on the following frequencies: <br /> Everett Fire Tactical (154.280 MHz) Agency conversion date: 2004 <br /> Everett Police Primary Repeater Out (154.995 MHz)Agency conversion date: <br /> 2004 <br /> This offer is being made with the following restrictions: <br /> 1. No use will be made by CENCOM or any Kitsap County agency until the <br /> surrender date identified above or cessation of operation by Snohomish County <br /> users following conversion to 800 MHz operation, whichever is later. CENCOM <br /> may apply for FCC licenses at any point following final successful submission to <br /> frequency coordination by the Region 43 Committee of the September 2002 800 <br /> MHz NPSPAC applications filed by the Snohomish County Emergency Radio <br /> System (SERS). Written approval letters from the City of Everett will be provided <br /> by the City of Everett at time of application for FCC license applications by <br /> CENCOM. <br /> 2. The City of Everett recognizes that CENCOM is required by FCC rule to <br /> construct the infrastructure needed to support the newly licensed systems. <br /> CENCOM will not program or place into operation mobile or portable radios on <br /> the vacated VHF channels until the surrender date identified above or the <br /> cessation of operations by Snohomish County licensees, whichever is later. <br /> 3. The City of Everett will also attempt to have all primary FCC licenses assigned to <br /> CENCOM following cessation of operation by agencies for at least six months. <br /> Alternatively, The City of Everett may have the identified licenses cancelled <br /> should assignment be difficult or impossible. <br /> • 7 <br /> 1 <br />
