EVERETT CITY COUNCIL AGENDA ITEM COVER SHEET
PROJECT TITLE: Authorize the Mayor
to execute such documents as are necessary and Initialed by:
appropriate to release and/or transfer two City of Department Head " .
Everett VHF frequencies in furtherance of 800 CAA
MHZ licensing of SERS 800MHz public safety Council President -
radio system.
LOCATION:
COUNCIL BILL #
Originating Department Legal
Contact Person Mark Soine
Phone Number 425-257-8669
FOR AGENDA OF March 26,2003
Preceding Action:
Consent Second Reading
XX Action Third Reading
First Reading Public Hearing
Attachments: Department(s) Approval (Identify): Police, Fire
Expenditure Required $0 Account Number(s):
Amount Budgeted $0
Additional Required $0
SUMMARY STATEMENT: The City is a participant SERS 800 MHz public safety radio system
designed to support the communications needs of area first-responder agencies. The City as a requirement to
the originally secured channels for the system, committed to return any of un-used radio channels that are a
part of its current system. In an effort to expand the capacity of the system currently being installed for use
by the City, the SERS system manager has applied to use 800 MHz channels currently licensed to (but not
used)by Kitsap County. Since Kitsap County has an existing license for the 800 MHz channels in question,
its surrender of the license is a requirement before the added 800 MHz channels can be licensed as a part of
the new SERS system. Kitsap County is willing to provide that consent if the City of Everett is willing to
allow Kitsap County to file for an FCC license on existing channels used by Everett Police and Fire.
Snohomish County will be providing two VHF channels and SNOCOM a single VHF channel under
precisely the same circumstances.
RECOMMENDATION (Exact action requested of Council): Authorize the Mayor to execute such
documents as are necessary and appropriate to release and/or transfer two City of Everett VHF frequencies in
furtherance of 800 MHZ licensing of SERS 800MHz public safety radio system.
6
