y J_ 6: <br /> 3. The 2025-employment estimate range Everett is asked to consider accepting is 113,480 <br /> to 130,340 jobs. <br /> 4. Current additional employment holding capacity in Everett, according to the latest <br /> Buildable Lands Report is 120,699, ranging from a surplus in capacity of 7,219 to a <br /> deficit of 9,641. <br /> 5. The Planning Commission has reviewed "reasonable measures" that could be <br /> implemented to increase population and employment holding capacity. While Everett <br /> has already taken significant actions to increase capacity, including reduced lot sizes, <br /> allowing accessory dwelling units and successfully encouraging market rate housing in <br /> the downtown area, there are still other measures that could be taken to City Council for <br /> its consideration, at the appropriate time, to increase capacity. <br /> 6. In addition to the "reasonable measures" and the additional population and employment <br /> holding capacity documented in the Buildable Lands Report, Everett can take other <br /> actions to increase capacity. Examples are: <br /> • The Everett Station area could see additional housing and employment over the <br /> coming years. <br /> • There are Port of Everett areas for redevelopment including the North Marina <br /> Master Plan and the Weyerhaeuser Industrial Park. <br /> • The Kimberly Clark (east Everett Land) and Southwest Everett areas have <br /> industrial employment potential. <br /> • Everett's downtown area has tremendous potential along with the commercial <br /> corridors of Broadway Avenue, Rucker/Evergreen Way, and Everett Mall Way. <br /> • The Riverfront area including the Simpson/Landfill area has development <br /> potential to be explored in the future. <br /> After consideration of the potential use of reasonable measures and "built in" additional <br /> population and employment capacity in Everett, the Planning Commission recommends that the <br /> City Council respond to the request by Snohomish County Tomorrow with the following <br /> response. <br /> NOW, THEREFORE, BE IT RESOLVED THAT THE PLANNING COMMISSION OF THE CITY <br /> OF EVERETT RECOMMENDS TO THE EVERETT CITY COUNCIL: <br /> 1. The City Council adopt the "low end" of the 2025 population range target provided to the <br /> City of Everett by Snohomish County Tomorrow; specifically the City should be able to <br /> accommodate a population of 123,060 by 2025, and <br /> 2. That the City Council adopt the high end of the 2025 employment range target of <br /> 130,340 jobs due to the land capacity availability and the vision that Everett will continue <br /> to be a good place to do business, where business wish to locate and grow. <br /> 3. For the unincorporated area within Everett's Municipal Urban Growth Area the target <br /> 2025 employment and population numbers should be at the "low end" of the target range <br /> 2 <br />
