Center and is consistent with regional and local planning documents prepared pursuant to the Growth Management Act; and WHEREAS,the City is responsible for administering state and local land use laws and development regulations that will apply to the development of the Project; and WHEREAS,the proposed site for the North Everett Transit Center has been identified as the property located on the campus of Everett Community College just South of Shuksan Hall; and. WHEREAS, Sound Transit has selected and contracted the services of a design consultant through a competitive selection process that fully complies with federal guidelines; and WHEREAS, the Parties recognize the need for cooperation to help expedite environmental review, permit review, and design development of the North Everett Transit Center that meets the needs described herein to the full extent allowed by law; and NOW THEREFORE, in consideration of the mutual promises and covenants herein, it is mutually agreed as follows. 2. PURPOSE OF AGREEMENT The purpose of this Agreement is to establish the Parties' obligations with respect to the design of the North Everett Transit Center. Additional agreements or supplements to this agreement may be negotiated and executed for construction, right of way acquisition, operations and maintenance, and continuing control and management. This Agreement further establishes a cooperative relationship between Sound Transit and the City to develop the facility design and complete environmental review and public involvement of the Project. The Parties agree to collaborate in developing the Project to help insure that the Project is completed on schedule and within budget and is consistent with the Parties' goals, as set forth in this Agreement. 3. GOALS AND PRINCIPLES 3.1 Goals The Parties have the following common goals for the Project: • To improve mobility by supporting transit in the North Everett area. 2
