• To construct a transit center to improve connections to a variety of modes <br /> of travel. <br /> • To design an attractive facility that operates efficiently, helps to improve <br /> the speed and reliability of transit services, and is maintainable at <br /> relatively low cost because of durable, high quality, affordable design and <br /> construction. <br /> 3.2 Principles <br /> The Parties commit to be guided by the following principles in the development <br /> of the Project: <br /> • To work together to help expedite reviews and approvals to the extent <br /> allowed by law to help complete environmental processes, identify <br /> mitigation expectations, complete design, and secure all required permits <br /> for the Project on schedule and within budget as outlined in this <br /> Agreement. <br /> • To conduct a public involvement process in the development and <br /> implementation of the Project. <br /> • To collaborate on the Project to provide the North Everett area with <br /> facility improvements to improve regional mobility. <br /> • To design and implement accessible and efficient facilities and services, <br /> intermodal bus transfer facilities and related customer amenities. <br /> • To develop a facility that fits within the character and architecture of the <br /> adjacent area. <br /> • To complete the design of the Project within the Sound Transit Board-approved budget <br /> for the Project. <br /> 4. INTERGOVERNMENTAL COORDINATION AND COOPERATION <br /> The Parties recognize the need for cooperation to help expedite environmental <br /> review,permit review and design development of the Project to the extent allowed <br /> by law. The Parties agree to coordinate and expedite work on the Project as <br /> follows: <br /> 4.1 Preliminary Engineering,Environmental Review and Final Design: <br /> The preliminary engineering, environmental review and final design of Project <br /> will be managed by Sound Transit through its engineers, consultants, and design <br /> professionals. <br /> 4.2 Lead Agency <br /> The City and Sound Transit agree to combine efforts to achieve mutually desirable <br /> benefits. The Project will enhance the network of local and regional public <br /> transportation infrastructure. The Parties further agree that Sound Transit shall be <br /> 3 <br />
