N 2 `-H #0.11°'' ORDINANCE NO. AN ORDINANCE amending the City's License Code for the regulation of hotels and motels,amending Chapter 25 of. Ordinance No.295-74 as amended (EMC 5.100) Whereas,the City Council of the City of Everett finds that current statistics demonstrate that some overnight lodging facilities are responsible for a disproportionate share of police calls for service; and Whereas,the City Council of the City of Everett finds that those overnight lodging facilities that have initiated aggressive crime prevention measures have found them to be effective deterrents to crime; and Whereas,the City Council of the City of Everett finds that there is a wide difference in levels of police service required by individual overnight lodging facilities within that business group; and Whereas,the City Council of the City of Everett finds that the type, severity, and frequency of criminal calls at overnight lodging facilities that have experienced significant criminal activity are a real and compelling concern to the City,the citizens of Everett, visitors to Everett, and the overnight lodging industry itself; and Whereas,the City Council of the City of Everett finds that it is reasonable to require those overnight lodging facilities with higher levels of police calls for service to employ certain measures designed to assist in deterring crime as a condition for business license approval within the City; and Whereas,the City Council of the City of Everett finds that it is reasonable to subject those overnight lodging facilities with higher levels of police calls for service to a corresponding increased fee structure to compensate for the additional services provided by the City; and Whereas,the City Council of the City of Everett finds that the police department has identified and recommended certain measures which have been demonstrated to effectively deter crime; and 3
