Ted Budden <br />From: Ted Budden <br />Sent: Monday, April 28, 2014 1:41 PM <br />To: Kevin Fagerstrom <br />Cc: Tony Lee; Jeff Heilman; Heidi Davis; Terri Jorgenson; Paul McKee <br />Subject: 2132 116th St SE <br />Kevin, <br />I am sending you this Email to update you and outline the code violations and issues that have been observed and <br />identified with the building located at 2132 - 116th St SE. <br />1. April 2014: A complaint was received by this office stating that "alterations have been made to an attached garage at <br />this address". "These alterations include the conversion of the garage to use for occupied space that includes sleeping <br />rooms". "These alterations were made without required permits and approvals". "The house is currently being operated <br />as an Adult Family Home." <br />2. April 2014: A permit search was conducted to determine if required permits and approvals for the "alleged" unlawful <br />conversion of the garage space were obtained. No permits could be located for the conversion of the garage area. <br />Original permit records indicate that this area of the building has been approved for garage space only. <br />3. April 2014: Inquiries were made to the Department of Social and Health Services to gain information about the Adult <br />Family Home and licensing questions. DSHS informed this office that the home is currently licensed for six separate <br />bedrooms. Our records indicate that this house was approved for four bedrooms only. DSHS provided a"life safety" <br />floor plan showing the room layout and uses for this AFH. The floor plan clearly indicates that the prior garage area has <br />been altered and converted for use as occupied space and sleeping rooms. These alterations have been performed <br />without required permits and approvals. <br />4. April 25 2014: An investigation and inspection was conducted at the site by Building Inspector Ted Budden and Code <br />officer Kevin Fagerstrom to determine the actual conditions that exist at this location. It was determined that the garage <br />has been converted to occupied space including two sleeping rooms for tenants. These alterations were photographed <br />by officer Fagerstrom. The building was posted by Inspector Budden as an Unlawful Structure per the International <br />Property Maintenance Code section 108.1.4. <br />In summary, this Building is Unlawful as defined by adopted codes of the City of Everett.
