The Public Hearing was opened by Commissioner Dick Wendt. There being no public <br /> testimony,the Public Hearing was declared closed. <br /> MOTION—Randy Ayers made a motion to approve Seattle Outboard Association's <br /> application to conduct the Salty Sea Days Boating Regatta on Silver Lake on June 8, <br /> 2002. The motion was seconded by Betty Cobbs. The motion passed unanimously. <br /> B. BAYSIDE MASTER PLAN <br /> Bob Cooper introduced Hal Gausman,who reviewed the process for the Bayside Master <br /> Plan. Hal, with the use of a proposed Master Plan, outlined the proposed plan for <br /> Bayside. <br /> Commissioner Dick Wendt opened the Public Hearing. <br /> Bill Belshaw,2111 Rucker, stated that he thought the Parks Staff and Hal have a good <br /> feel for what the Bayside Neighborhood want; and now they would like to see it get <br /> started. Mary Erlich, 2208 Rucker, stated that she endorses the Master Plan and is <br /> excited by it. She said the neighborhood is ready to help with the construction in <br /> anticipation of enjoying the views and garden. <br /> Commissioner Dick Wendt asked about the timeline for the construction. Hal stated that <br /> he thought possibly two years. He said that there has been substantial progress within the <br /> past 5 years, but that although some funding is set aside for the project, it is not enough to <br /> do the whole project. Hal stated that the Public Works Department does not oppose the <br /> plan,but have not committed any funding toward it either. Construction of the underpass <br /> to provide safe passage to the waterfront for the neighborhood does not have funding. <br /> There is also the question of the SEPA process, which needs to be done before building <br /> permits can be issued. The SEPA process would take 60 to 90 days. <br /> Elle Ray, 2123 Grand Ave., stated that Hal is incredible to work with. She said she did <br /> not want to lose the momentum of the work that has already been done,that she hopes it <br /> can be kept on track. Elaine Grace, 2225 Grand Ave., asked how the neighborhood could <br /> help, whether they should write letters to Public Works. Elle Ray asked if additional <br /> funding from Public Works was available. Bob said he thought that if the Neighborhood <br /> wanted to,they should address those letters to him, that he would rather it was handled on <br /> a staff level. <br /> MOTION: Betty Cobbs made a motion to recommend that the Bayside Park Master Plan <br /> he adopted as presented and the project be moved along in the most expeditious manner. <br /> Randy Ayers seconded the motion.
