4 <br /> PROJECT DESCRIPTION <br /> WSDOT, Sound Transit, and the City of Everett each plan to design and construct certain <br /> transportation improvements in the vicinity of Interstate 5 and 112th Street S.E. in Everett, <br /> Washington. This AGREEMENT identifies mutual commitments between the City of Everett, <br /> Sound Transit and WSDOT pertaining to their respective improvement projects. <br /> Sound Transit, in conjunction with WSDOT, has planned a 112th Street S.E./I-5 HOV Direct <br /> Access and South Everett Park-and-Ride/Flyer Stop project. This project includes the following <br /> elements: <br /> • An approximate 400-stall park-and-ride lot and two transit flyer stops within the median <br /> of I-5 north of 112th Street S.E. <br /> • New bus and carpool access ramps to connect the northbound and southbound 1-5 high- <br /> occupancy vehicle (HOV)lanes with the park-and-ride lot in the freeway median. <br /> • An extension of the northbound I-5 HOV lane designation past the northbound I-5 off- <br /> ramps to SR 526/SR 527 to facilitate buses and carpools merging from the proposed <br /> park-and-ride lot into an inside HOV lane rather than a general-purpose lane. <br /> • A left-turn lane on112th Street S.E. over I-5 and a traffic signal at 112th Street and the new <br /> access ramp that will extend from 112th Street down to the new park-and-ride lot. This <br /> work on 112th Street will likely entail widening the bridge over southbound 1-5 and <br /> replacing the bridge over northbound I-5. WSDOT will lead the design and construction <br /> of the widening of 112th Street within the Interstate 5 right of way. <br /> • An access ramp to connect 112th Street S.E. to the new park-and-ride lot. <br /> This project will include roadway, flyer stop, parking stall, bridge,wall, drainage, and traffic <br /> construction. The final design shall generally follow the work completed in the Design File and <br /> Environmental Documentation phases of the project. <br /> The City of Everett has planned the improvement of 112th Street S.E., between 3rd Avenue S.E. <br /> and the west side of Interstate 5. The City's project includes the following elements: <br /> • Street widening from two to five lanes from 3`d Avenue to the west side of I-5 to provide <br /> additional capacity within the corridor, matching similar improvements along 112th Street <br /> to the west of the project area. The street will consist of two through lanes in both <br /> directions and a continuous two-way left turn lane. (The City has not yet developed a <br /> project for constructing the five-lane street section between I-5 and SR 527.) <br /> • Sidewalks and bicycle lanes in both directions the entire length of the project. <br /> Sound Transit, the City of Everett, and WSDOT have collectively determined that it would be <br /> unwise to widen 112th Street over Interstate 5 to accommodate the left-turn lane without also <br /> widening this street segment to accommodate the additional two through lanes, bike lanes, and <br /> standard sidewalks that are being or will be developed along 112th Street. Accordingly, Sound <br /> Transit has agreed to incorporate the full five-lane widening of 112th Street over I-5 into the <br /> Direct Access/PNR Lot project.
