Everett Mall Way, Everett, Washington <br />ARCO FAC No. 5446 / Our Job No. 2197 <br />Dear Becky: <br />�������5��,��I�I�� <br />D�C � � Z00�! � <br />�,�„I_'Y �_1�-'' �;Vl�;��1�;"�"�' <br />S' e,�mit 5t r���c�:s <br />On behalf of BP West Coast Products, LLC (BP), Barghausen Consulting Engineers, Inc., requests that <br />the City of Everett Planning Director consider this request for an administrative modification, as <br />autharized by Everett Municipal Code (EMC) Title 15 and 19.35.070 Modification of Landscape <br />Requirements, to reduce the required 10-foot-wide (street frontage) periineter landscaping setback as <br />prescribed by EMC 19.35.080(A) Outdoor Display and Off-Street Parking Af•ea Landscape <br />Requirernents. <br />Currently 5 to 35 feet of perimeter landscaping is provided. We propose to reduce a portion of the <br />landscaping to zero, as measured from the property line. Final perimeter landscaping provided would <br />range between 0— 35 feet. For your information the project consists of the extension (23 by 55 feet) of <br />the fueling island canopy and installation of two new fueling islands, associated underground product <br />piping, and the closure of the existing northern driveway along 3rd Avenue S.E. It is our intention that <br />the driveway closure will improve circulation around the future fueling island canopy, and reduee traffic <br />conflicts along 3rd Avenue S.E. Please refer to the enclosed Preliminary Landscape plan for details. <br />Following our review of EMC 19.35, Lanctscapi�zg and Screening Requiremerits, it is our understanding <br />that the requirements of this chapter shall not apply to remodeling or expansion of existing uses when the <br />value of new construction or alteration occurring within any two-year period is less than 35 percent of the <br />assessed value of the existing structure as prescribed by EMC 19.35.030, Application of this Chapter. <br />According to the enclosed Canopy Extension and Pump Island Addition cost estimate, prepared by <br />Barghausen Consulting �ngineers, Inc., the proposed site improvement cost is $107,500, whereas the <br />2004/2005 tax year assessed site improvement valuation, obtained from the First American Title <br />Insurance Fastweb website, states that the assessed valuation far existing site improvements is $332,100. <br />In other words, proposed site improvements are equal to 33 percent of the current assessed value of the <br />existing structure, less than 35 percent as prescribed in the EMC 19.35.030. <br />However, in an effort to mitigate the loss of the landscape buffer depth, and to satisfy the intent of the <br />EMC Landscaping Standards, BP is proposing to re-landscape the area of the closed driveway to Type III <br />Landscape Standards and install deciduous street trees at 30 feet on center along the street frontage. <br />18215 72ND AVENUE SOUTH KENT, WA 98032 (425) 251-6222 (425) 251-8782 FAX <br />BRANCI-I OFFICES ♦ OLYMPIA, WA ♦ TEMECULA, CA ♦ WAWUT CREEK, CA <br />www.barghausen.com <br />
