EXHIBIT A <br /> SCOPE OF WORK 3 <br /> Scope of Services <br /> Owner's Representative Services during GC/CM Implementation <br /> City of Everett Wastewater Pollution Control Facilities <br /> Background <br /> The City of Everett has recently completed a three-year facilities planning effort to upgrade and expand <br /> the City's Water Pollution Control Facility ("WPCF"). The General Contractor/Construction Manager <br /> ("GC/CM")method was identified as the preferred approach for delivery of the Project. <br /> This scope of work identifies support services R. W. Beck("Beck") will provide to the City to develop <br /> and implement a GC/CM procurement process for the Project. <br /> Implementation of GC/CM Method <br /> Task 1.0 Identify Roles and Constraints <br /> Subtask 1.1 Define Roles of the City,Owner's Representative,Designer and GC/CM for Construction <br /> Management,Inspection and Project Administration <br /> Prior to beginning the GC/CM selection process, the roles and responsibilities of each of the parties <br /> will be clearly identified. In participation with the City, Beck will develop a matrix of responsibilities <br /> during design and construction that identifies each party's role and responsibility with respect to <br /> construction management, construction inspection, project administration, operation and maintenance, <br /> financing, startup and testing, insurance, bonding, operation during construction and warranties and <br /> guarantees. <br /> Subtask 1.2 GC/CM Process Compliance with RCW 39.10 <br /> Beck will coordinate with the City Attorney to ensure the GC/CM process being developed is <br /> compliant with RCW 39.10 and applicable City and State laws. <br /> Task 2.0 Implementation Requirements <br /> Subtask 2.1 Establish Detailed Procurement Process for GC/CM <br /> In conjunction with the City, Beck will establish a procurement process for the GC/CM that is <br /> compliant with RCW 39.10. The procurement process will address requirements for public solicitation <br /> of proposals, evaluation criteria and evaluation of proposals, selection of finalists, fmal proposals and <br /> evaluation and selection of a firm. The procurement process will also specify the overall procurement <br /> schedule including: <br /> • Issue RFP <br /> • Shortlist finalists <br /> • Issue Final RFP <br /> • Interview Finalists <br /> • Select GC/CM <br /> • Negotiate contract <br /> 8 1 2 <br />
