EXHIBIT A <br /> 3 SCOPE OF WORK <br /> Subtask 2.2 Define the overall GC/CM Project Delivery Implementation Timeline <br /> A GC/CM project delivery implementation timeline will be developed in conjunction with the City <br /> staff. This timeline will layout the overall schedule for the GC/CM procurement process and ensure <br /> that it dovetails with the schedules for design engineering and construction of the wastewater treatment <br /> improvement projects. <br /> Task 3.0 GC/CM Contractor Selection <br /> Subtask Task 3.1 Finalize Detailed Procurement Process <br /> Working with the City, Beck will prepare a draft memorandum outlining the recommended detailed <br /> procurement process that was identified in Subtask 2.1. This draft document will be reviewed with the <br /> City and a final memorandum will be prepared. <br /> Subtask 3.2 Pre-RFP Notification to Potential Proposers <br /> Beck will assist the City in preparing for a pre-RFP meeting with potentially interested vendors. Beck will prepare <br /> written materials to be handed out at the meeting, attend the meeting, and prepare draft and final minutes of the <br /> meeting. Beck will assist the City in responding to vendor questions. <br /> Subtask 3.3 Prepare RFP/Participate in Work Session <br /> Beck will prepare one draft of the RFP for City review, and will obtain input and comments from the City at a work <br /> session. The RFP will be compliant with RCW 39.10 and will include the following: <br /> • Project description including programmatic, performance and technical requirements and specifications <br /> when available <br /> • Reasons for using GC/CM method <br /> • Description of qualifications required of the proposer <br /> • Description of the process the public body will use to evaluate qualifications and proposals including <br /> evaluation factors and relative weight of factors <br /> • Form of the contract to be awarded <br /> • Estimated construction cost <br /> • Bid instructions to be used by the GC/CM fmalists. <br /> Subtask 3.4 Pre-proposal Meeting <br /> Beck will participate with the City in a pre-proposal meeting that will give potential proposers a chance <br /> to ask questions and make a site visit prior to preparation of their proposals. <br /> Subtask 3.5 Review Proposals and Participate in Evaluation Committee <br /> Beck will review proposals and prepare a draft summary matrix describing each respondent's ability to meet <br /> minimum qualifications. Weaknesses in team qualifications will also be identified. Beck will participate in a <br /> collaborative work session with the City's selection committee to discuss proposals, determine the need for any <br /> additional information from respondents,and rank proposals against the criteria established under Subtask 3.1. <br /> Subtask 3.6 Prepare Letter Report Documenting Results and Finalists <br /> Beck will prepare a draft memorandum documenting the results of the evaluation committee deliberation. The <br /> memorandum will summarize the process, describe criteria, and state the finalists. Following review by the City, <br /> Beck will prepare a fmal memorandum. <br /> Subtask 3.7 Prepare Final RFP <br /> Beck will prepare one draft of the Final RFP for the City's review,and will obtain input and comments from the City <br /> at a work session. The Final RFP will include a request for sealed bids for the percent fee,which is the percentage <br /> amount to be earned by the GC/CM as overhead and profit on the estimated maximum allowable construction cost <br /> and the fixed amount for the detailed specified general conditions work. <br /> Subtask 3.8 Assist with preparation of GC/CM contract <br /> Beck will assist with preparation and review of the GC/CM contract that will be negotiated following <br /> selection of a finalist. <br /> 9 <br /> 13 <br />
