RESOLUTION No. 5749 /;: <br /> RESOLUTION declaring an emergency and authorizing the a . • . d <br /> Parks Department to proceed with contracting with a construction firm to <br /> carry out construction repairs at the Forest Park Swim Center so as to <br /> prevent further damage from weather and to allow it to open in a timely <br /> manner for the summer season. <br /> WHEREAS, the City of Everett owns and operates the Swim Center located at Forest <br /> Park; and <br /> WHEREAS, the Swim Center opened in 1976 and will be 30 years old this year; and <br /> WHEREAS, the Swim Center serves 200,000 participants annually and is a multi- <br /> generational facility for children, adults and seniors; and <br /> WHEREAS, the Swim Center is open 16 hours a day, 100 hours per week and provides <br /> year round learn to swim classes, fitness programs, and serves three high school swim <br /> teams; and <br /> WHEREAS, the Swim center serves valuable services to Providence Medical Center and <br /> Mukilteo School District and Compass Health for physical therapy sessions; and <br /> WHEREAS, an arson fire at the Forest Park Swim Center on January 30, 2006 caused <br /> damage to the Forest Park Swim Center; and <br /> WHEREAS, the arson fire at the Swim center caused extensive smoke damage, damage <br /> to the cedar siding, roof and insulation, arch beam, doors, windows, steel compression <br /> ties, and hydronic heating system; and <br /> WHEREAS, the City made claim to its insurance carrier shortly after the fire; and <br /> WHEREAS, on Friday March 31, 2006 the insurance carrier informed the City that it <br /> would not proceed with the construction repairing the arson damage; and <br /> WHEREAS, action is required to provide continued service to the citizens of Everett; <br /> and <br /> WHEREAS, at present the structure is suffering weather damage in its exposed <br /> condition and therefore action without delay will prevent further damage to the structure <br /> from the effects of weather on the exposed structure; and <br /> 1 <br />
